Anwho, I'm fairly sure you can put a filter over a selected area, so what you should do is select all the water, go to Topaz and lower the detail slightly because the water is too over sharpened. Ah, alright, that's fine. I personally have no qualms with removing minor things from a photograph (though I wouldn't change a huge section of it), but everyone's definition and limits are different, and I've gotta respect that. The sky is incredible, there is however a slight bit of noise there too (of which I would recommend Topaz Adjust to deal with)
That crane to the left of the church is really bugging me, that should be really easy to clone tool out.
Also you should consider cropping it, like ~kla91 said
Remember, sometimes less is more, and post processing is of no exception to this! Keep trying though, you'll eventually find that perfect middle between overprocessed and underprocessed that'll just make people go "Wow!"
